Blackhawk Geological Hazard Abatement District (GHAD)


 
What is GHAD?

GHAD:  A "Geologic Hazard Abatement District" is an assessment district established for the purpose of prevention, mitigation, abatement, or control of a geologic hazard.

Geologic Hazard:  As defined by the Blackhawk GHAD, is an actual or threatened landslide.

The GHAD operations are governed by a Plan of Control.

  • A plan for the prevention, mitigation, abatement, or control of a geologic hazard.
  • Describes the geologic hazard.
  • Defines the authority of the GHAD
  • Defines limitation and exclusions to GHAD involvement.

Limitations and Exclusions:

  • Slide on a Single Property
  • Structures built within Creek Setback
  • Damaged or Destroyed Structures
  • Slides caused by Homeowner Negligence
  • Cost Exceeds Asset Value
  • Slides Outside GHAD Boundary
  • Limitation of Funds
  • Damage due to Soil Creep

Preventative Maintenance:

  • Drainage Systems:  The GHAD maintains about 200 catch basins throughout the Blackhawk development.  The operation of the catch basin inlet is critical for the collections of storm water.
  • Slope Runoff Collection:  The B-58 concrete lined drainage ditches make up the major component of the hillside erosion protection and storm runoff colletion system.  The Blackhawk GHAD maintains over 12 miles of B-58 ditches.
  • Retention Basins:  The GHAD cleans six retention basins designed to collect and retain excessive storm runoff until the storm drainage system has time to accommodate the full rainfall volume of a storm drain.
  • Horizontal Drains:  During project development and in the years afterward over 267 horizontal drains have been installed.  Annual inspection and maintenance of the outlets is necessary to keep the drains flowing without obstruction.
  • Groundwater Monitoring:  The depth to ground water has a great influence on the stability of slopes.  The GHAD has installed numerous ground water monitoring devices (piezometers) at various locations.  Currently, the GHAD monitors 75 active piezometers.
