The Blackhawk Homeowners Association is a “Mutual Benefit Not for Profit” organization incorporated in 1978 under the laws of the State of California.

The Association consists of 2,027 home sites accessible through the four gates located at Blackhawk Road, Camino Tassajara, Silver Maple Drive, and Oak Ridge Lane. It is estimated that Blackhawk has a population of nearly 6,000 people. Four additional nearby communities, Saddleback, Tennis Villas, Silver Oak, and Hidden Oaks are considered to be part of Blackhawk but these developments are not members of your Homeowners Association.

Your Association is governed by an elected 5-member Board of Directors and it is self-managed through a professional on-site management staff. The community is fully built out, though there are presently a few empty lots scattered throughout the community. All of these lots are owned by private individuals intending to build homes for themselves in the future. All “un-built” lots pay full assessments. Leased or rented properties presently amount to approximately 8% of the total homes in the community.

The Association, through its General Manager and staff, administers and maintains the common areas consisting of both improved landscape and un-improved natural land, parkland, sports fields, 26 miles of private roads, parking lots, and gates and entry structures. Additionally, the Association maintains certain portions of the landscape improvements on Blackhawk Road even though the roadway is a public, county-owned highway. Through a sub-contractor, the Association administers and maintains around-the-clock Privacy Services at the three staffed gates and throughout the community. The Association Office also coordinates all assessment collection and accounting efforts administers contracts and legal support services and provides for sub-contracted landscape maintenance and facility repair services throughout the common areas for which the Association is responsible. Your Association is completely separate from the Blackhawk Country Club and has no responsibility for the golf courses, the two clubhouses, or the swim & tennis center. Finally, all homes in Blackhawk are privately owned and the Association does not perform home or landscape maintenance, repair, or pest control on private property.

While the Association does not have responsibility for the repair and maintenance of the private property, individual residences, or vacant lots, Management stands ready to advise private homeowners, wherever possible, in maintaining their respective private holdings in a manner consistent with the community standards and its governing documents.

Its beauty is maintained through effective organization, careful future planning, fiscal responsibility, diligent maintenance, and, particularly, by the enthusiastic participation of all property owners in the constant community beautification and maintenance process.

This will be accomplished by providing efficient and effective administration of the Association’s assets; delivering thoughtful, consistent, and friendly service to our residents; and by establishing, maintaining, and enforcing appropriate standards in order to sustain the beauty, character, and architectural integrity of our community.
